From the lyric that says "I didn't like the way sun gets the things done, sleeping on the job ..." I guess it means "slowly" and "waiting till the thing matures" etc.

well, rain could be the symbol of blues, and since when the rain comes there is no sun hence "falling sleep on the job ...": Blaming the sun for our blues, that is not that much far-fetched, considering the seasonal depression:)
